Turkey's ruling alliance submitted draft legislation to parliament on Wednesday to establish a legal framework for PKK disarmament, AKP lawmaker Abdullah Guler said. The bill, backed by AKP, its ally, the pro-Kurdish DEM Party and other opposition groups, would allow lower-ranking PKK members not involved in killings to return from hideouts in Iraq and Syria, while excluding PKK founder Abdullah Ocalan and senior leaders.
