The first phase focuses exclusively on ending the war and securing guarantees against resumption of hostilities toward Iran and Lebanon; the second addresses management of the Strait of Hormuz with Oman; and the third tackles the nuclear issue, which Iran will only discuss after the first two phases are agreed.
