The EU may tighten visa rules for third-country nationals, including Russians, EU Commission spokesman Markus Lammert said. The bloc is studying targeted restrictive measures with member states to address security risks from hostile third-country actions, he told a briefing in Brussels. Lammert noted the EU suspended its visa facilitation deal with Russia in 2022 and deprioritized Russian visas. Euractiv reported on May 6 that EU governments issued over 620,000 visas to Russians in 2025, a 10.2% rise from 2024.
